Project Overview
The Madison Park EB-5 Project is a Behring Regional Center investment created in partnership with Madison Park Financial Corporation to deliver three multifamily residential communities in Oakland and Emeryville, East Bay. With $85.7 million in total development costs, including $17.5 million in EB-5 financing, the Project adds 212 new apartment units across Hollis Oak, P.E. Gallot, and Hannah Row. Located within walking distance of BART and under 20 minutes from downtown San Francisco or UC Berkeley, the developments address the Bay Area’s critical shortage of modern rental housing.
The Project completed construction in phases—P.E. Gallot (April 2018), Hollis Oak (June 2019), and Hannah Row (March 2022). It created 431 jobs, satisfying EB-5 program requirements entirely through construction.

Phase I - P.E. Gallot - COMPLETE
P.E. Gallot completed completion in April 2018, initial preleasing began in March 2018, and the first occupants moved in on April 18, 2018. P.E. Gallot reached stabilized occupancy in September 2018. Phase II - Hollis Oak - COMPLETE
Hollis Oak construction started in February 2017 and completed the final phase of construction in June 2019. Hollis Oak reached stabilized occupancy in September 2019. Hollis Oak benefits substantially from its proximity to Emeryville, which includes major employers such as Novartis, Pixar Animation, Art.com, and more. Phase III - Hannah Row - COMPLETE
Hannah Row (new marketing name for the Project previously referred to as Hannah Lofts), completed construction in March 2022 and received its temporary certificate of occupancy on December 23, 2022.
